Ra'ul Municipalities

History of Governance
The Ra'ul are one of the stars younger races, being raised in a sheltered cornucopia of worlds, vastly expanding after focusing their belief system to be a shared unification force between the different Municipalities that had ebbed and flowed in their control of the race. The Ra'ul Prophet Tellamen Sulan, brought the word of the Bio-genes in 4,100 S.A after exploring the deep mines of the Maze World they inhabited. This unifying theory would be used in uniting the Merchant Lords of the Ra'ul, writing the first Ra'ul United Municipality Declaration, and a method of managing the variety of governments. The race soon exploded in technological advance allowing their rapid spread into the stars. Spreading to many worlds, it would be during their expansion the Ra'ul Municipalities found their natural enemies the Anngex, and soon military expeditions would strive to oppose the religious growth of Anngex belief. The skirmishes and wars begin over contested beliefs in the Bio-genesis Religion which both races had similar but vastly differing views on leading to the fighting between the two races. These skirmishes lead to the Ra'ul's military expansion into the territory of the Anngex; defeating most of the Anngex and gaining their territory at Ra'ul borders spreading their colony ships into the now deserted worlds using the newly created technology of Space Needles.
The Municipalities would find out quickly why the Tribes had been defeated so easily; as they were soon assaulted on their border by The Crimson Empire, and the the physic disease the Taint; The Crimson Empire having been also at war with the Anngex tribes opposite the space of the Ra'ul. By defeating the Anngex tribes at their borders the Ra'ul Municipalities quickly learned of the more dangerous enemies Crimson Empire and it's allies. They would make negotiations, allying themselves with the U.W. during the Crimson War; later drawing up Military and Trade alliances when the U.W. turned into the U.W.F.

The Municipalities are natural traders who uphold craftsmanship above even life itself as is the Ra'ul way. In fact destroying a work of art or handmade Ra'ul good is often punishable by death. This is often why other aliens prefer to trade them for raw goods or foods. However to this end the government of the Municipalities have created methods of optimizing the sale of goods. Either by the utilization of Bio-Beast harvesting, or the invention of easily reproducible weapons, items, and accessories, the Ra'ul Municipalities have been a linchpin in stable economic growth in most all allied governments.
Patient and other trademark law hold a surreptitious amount of spiritual devotion in the culture of the Municipalities; putting the efforts of the groups of individual packs of Ra'ul to higher favor at any given time.
Packs are given assignment based on the numbers they wish to keep in their pack; with smaller packs given more control of institutional practices, and the larger packs ruling trade, goods, and warfare. This balance of power working as the choice of each pack was it's own with the traditional right of the Ra'ul remaining to always have to choice of mating as was their culture. To this end the Ra'ul Municipalities trade heavily into the U.W.F. being the most frequent users of the Space Rings creating a nearly interlocked coalition of governments. U.W.F. lowers rates for exchange usage to the Municipalities; being able to benefit from the influx of needed trade from the traveling Ra'ul fleets, while still extorting large fees for the amount of usage. So monumental has the Ra'ul Municipalities grown that their trade extends into nearly every known nation in one way or other.

United Municipality Declaration

However when the United Municipality Declaration was given by the Prophet Tellamen Sulan along with what would be called "The Candle of the Bio-Genisis" which to the Ra'ul was irrefutable proof of "The Great Craftsmen The Bio-Genesis" lived on their planet. The Waring Municipalities in-fluxing on their natural population before the United Municipality Declaration, due to the Ra'ul natural instinct of consistent birthing would find technological and governmental unity in curbing the overpopulation of large packs of Ra'ul. With the new laws ruled; only those with packs of smaller number were issued positions of power within the government. Thus if they could not complete their tasks diligently the favor of the rest of the race would turn on those others and shunned in mating; the worst fate for a Ra'ul.
As such a new era of unity begin and new population control placed in an effort to advance the species; mock wars between the united Municipalities continue on a daily basis; however most forces are sent to far off distant lands as traders for the government. The mock battle wars are thus used to make sure the population of the Ra'ul never get out of hand, while training mass numbers of packs. Additionally the mock wars are perfect for the testing of new tactics, technology and weapons to be later sold by the merchant class.

The Never Ending Religious Purge
While not innately devote; when it came to the Bio-Genesis and the claim by the Anngex tribes that the Bio-Genesis lay on multitude of worlds, the Ra'ul in atypical religious ferocity declared Religious war on the race and any of their number that claimed Bio-Genesis lived on another planet. While many of the other governments including the U.W.F. have sense allied with some tribes of Anngex, the Ra'ul Municipalities continue the skirmish wars against the Anngex Pastures on their borders. The two races still bitterly debate the Bio-Genesis; fighting over the relics found in Maze Worlds as both races see them as the creations of the god; as well as all powerful ancient technology found on Maze Worlds.
These Purges are also for defensive purposes as well; while the Ra'ul Municipalities are protected by the U.W.F. and they service in detecting the Taint for the Municipalities; the fear of the dangerous plague known as Taint is still a constant worry at the border. As such the battles in Anngex Pasture space are also often used to defend against any sort of incoming possibility of infection.
